In one of the sessions, a discussion of outsourcing came up. You have been asked to present your evaluation about outsourcing the information systems functions of the school.&lt;br /&gt;&lt;br /&gt;Required:&lt;br /&gt;&lt;br /&gt;You are to take a position- outsource or in-source and justify your position. (3000words)&lt;br /&gt;&lt;br /&gt;------------------------------------------------------------------------------------------------------&lt;br /&gt;&lt;strong&gt;Insourcing &lt;/strong&gt;is the opposite of outsourcing; that is insourcing (or contracting in) is often defined as the delegation of operations or jobs from production within a business to an internal (but 'stand-alone') entity that specializes in that operation. Insourcing is a business decision that is often made to maintain control of critical production or competencies. An alternate use of the term implies transferring jobs to within the country where the term is used, either by hiring local subcontractors or building a facility.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Outsourcing&lt;/strong&gt;-utsourcing is subcontracting a service such as product design or manufacturing, to a third-party company.[1] The decision to outsource is often made in the interest of lowering cost or making better use of time and energy costs, redirecting or conserving energy directed at the competencies of a particular business, or to make more efficient use of land, labor, capital, (information) technology and resources&lt;br /&gt;&lt;br /&gt;i think outsourcing would be better:&lt;br /&gt;&lt;br /&gt;advantages:&lt;br /&gt;&lt;br /&gt;*Outsourcing can save you money.&lt;br /&gt;&lt;br /&gt;Economies of scale save money when unit costs go down as volumes increase. External service providers can achieve economies of scale unavailable to individual firms when they combine the volumes of multiple companies.&lt;br /&gt;&lt;br /&gt;In manufacturing, for example, an external vendor may have a shop that specializes in a certain type of machining. The machinery represents a significant capital investment. If larger machines are more efficient, and if they can be used to produce any sort of parts for any customer, then this vendor may very well produce parts at a lower cost than a firm could by setting up such a shop internally.&lt;br /&gt;&lt;br /&gt;Economies of scale are not limited to physical processes. Other precious assets -- including money, relationships, and people -- may be shared.&lt;br /&gt;&lt;br /&gt;To be specific, there are three conditions that must be met before outsourcing saves money:&lt;br /&gt;&lt;br /&gt;1. Economies of scale must exist. That is, there must be some economic advantage to larger size or greater numbers before outsourcing can pay off; for example, unit costs must drop as volumes increase.&lt;br /&gt;&lt;br /&gt;2. The economies must be accessible across corporate boundaries. That is, savings only occur if outsourcers can combine the volumes of multiple clients.&lt;br /&gt;&lt;br /&gt;For example, it's easy for many companies to share the huge fixed costs of a telecommunications infrastructure owned by long-distance carriers. Laying one's own fiber or leasing a private satellite channel is unlikely to be economic, so outsourcing is an obvious choice.&lt;br /&gt;&lt;br /&gt;However, outsourcing an IT computer center may not work as well, since hardware may not offer significant economies of scale and many software licenses are corporation-specific.&lt;br /&gt;&lt;br /&gt;There are many cases where inter-organizational sharing is possible, but each case must be examined carefully.&lt;br /&gt;&lt;br /&gt;3. The savings must be sufficient to outweigh the additional cost of paying other shareholders a profit.&lt;br /&gt;&lt;br /&gt;Some executives have said that at least a 20% savings (after vendor profit margins) is necessary to compensate the firm for the legal costs and the risks of long-term dependence on people you can’t control.&lt;br /&gt;&lt;br /&gt;*Outsourcing can help you share risk.&lt;br /&gt;&lt;br /&gt;Another type of synergy that can cross corporate boundaries is the sharing of risk. In financial circles, this is called the "portfolio effect."&lt;br /&gt;&lt;br /&gt;In investing, it's best to diversify your portfolio rather than put all your money in one stock. By spreading your risk, you reduce your total risk.&lt;br /&gt;&lt;br /&gt;Why does diversification reduce risk? If the whole market goes down, you'll lose, no matter what you do. But if the market goes up while one company makes some serious mistakes, the rest of your portfolio may still do well, and you are not as vulnerable as you would have been had you put all your money into a single stock.&lt;br /&gt;&lt;br /&gt;In business investments, the same is generally true. Outsourcing may permit multiple companies to share risk.&lt;br /&gt;&lt;br /&gt;To continue with manufacturing as an example, if all your work is done in one plant, an outage or a labor dispute could put you out of business. If you spread your workload across a number of plants, a labor dispute in one country may not affect the operations of other plants. Thus, you reduce your risk.&lt;br /&gt;&lt;br /&gt;In a very large operation, it may be that the company can afford multiple plants. But in smaller companies -- or in the production of small-run specialty parts -- it may be cheaper to spread the work across a number of existing vendor plants via outsourcing than it is to build a number of small plants yourself.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;* Outsourcing can help accommodate peak loads.&lt;br /&gt;&lt;br /&gt;Outsourcing can be used to minimize fluctuations in headcount that could result from peaks and valleys in demand.&lt;br /&gt;&lt;br /&gt;To protect staff from fluctuations in demand, every entrepreneur should staff to the valleys and outsource the peaks.&lt;br /&gt;&lt;br /&gt;The added expense per hour of contractors must be balanced against the expense of hiring enough staff to handle the peaks and then wasting time between peak periods. If peak loads are frequent and the valleys are short in duration, hiring may be more economic than outsourcing. If peaks are occasional, contractors will save money in spite of their higher costs per hour.&lt;br /&gt;&lt;br /&gt;*Outsourcing can help develop your internal staff.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Well-managed outsourcing can enhance the development of employees. Two strategies can accomplish this:&lt;br /&gt;&lt;br /&gt;1. Contractors can be used to off-load less interesting "commodity" or end-of-life work, or to handle peak loads. This leaves staff free to pursue new, developmental opportunities.&lt;br /&gt;&lt;br /&gt;On the other hand, contractors should never be used to perform new, growth-oriented activities while internal staff is left with obsolescent work. This would deny staff learning opportunities, while building dependence on the vendor. Perhaps worse, it sends a message to staff that the company is not willing to invest in their professional growth.&lt;br /&gt;&lt;br /&gt;2. Consultants and vendors can be used to bring in new ideas and to train internal staff.&lt;br /&gt;&lt;br /&gt;It might be useful to distinguish two terms: External "consultants" transfer their skills and methods to improve employees' effectiveness; they teach staff, often while working together on real projects. Consultants may be used by anyone whenever justifiable, since the benefits are lasting.&lt;br /&gt;&lt;br /&gt;By contrast, "contractors" simply do work in place of employees. This is sometimes called “staff augmentation.” They should be limited to the commodity work described in point 1.&lt;br /&gt;&lt;br /&gt;There are many cases that meet these four criteria where outsourcing pays off. But each case must be examined carefully to make sure the fundamentals are there. Remember: Paying other shareholders a profit margin makes outsourcing inherently more expensive. (1000 words)&lt;br /&gt;&lt;br /&gt;Automated Election for the next national election(2010) is a great change our country will encounter in the history of the&lt;br /&gt;Philippine Election. We are used to manual elections which is said to prone to cheating and biased election. The Question is "Will the 2010 Philippine automated election help us get rid of biased and manipulated election?". How will the Filipino peaple adopt the new system?&lt;br /&gt;&lt;br /&gt;As i read sites and papers about the comming automated election, i could not help wondering what will be the scenario on every precint on that day. This is my first time to vote. I never did experienced registering myself before to the COMELEC office. When i went to the office, i was with an old woman trying to renew her registration, i came first and the process came smoothly from filling up the forms and getting the biometrics but when it was the old woman's turn to the biometrics she was hesitant,afraid the machine might do something harm on her. My point is the COMELEC boasts on the great changes the automated election could help a great deal to us. It would be more convenient and less prone to cheating, but how would the Filipino layman take it. The old woman for example, she just represents 6% of senior citizens in our country,most of them could not adopt to the new technology we enjoy right now. Aside from that,&lt;br /&gt;not all of us got decent education enough to understand the process,yes there were personnel that watches the process but not all personnel were honest enough.&lt;br /&gt;&lt;br /&gt;My mother is a public school teacher and every election she serves and i could not help not to notice the scenario every election, there were the AFP always watching in case of trouble, i worry most of the time. They had to secure the ballot boxes to be safe and delivered. I read in this &lt;a href="http://bloggista.com/2008/08/14/the-first-philippine-automated-elections/" class="postlink" target="_blank"&gt;site&lt;/a&gt; that votes were counted and transmitted to counting centers unlike before that they had to keep it and deliver it to counting stations that might risk their lives. It will be a great help on security of the personnels.&lt;br /&gt;&lt;br /&gt;Aside from that, some areas in the country were troubled by the MILF and other rebels. The election in those areas were delayed and unreliable. I think shifting the election system into automated would at least ease the election in those areas.&lt;br /&gt;&lt;br /&gt;But i believe that implementing automated election in 2010 needs more study. Decisions like that wont be wise. Impelmenting rush automated election might result problems. One of the things that must be considered is "does the service provider of the election efficient enough to supply effective devices that should ne used in the election?"&lt;br /&gt;"the personnel that will operate the devices reliable enough or introduced enough to the new system?"&lt;br /&gt;&lt;br /&gt;there are lots of things to consider. Everything is subject to changes.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Let us see how Lapanday deals with the changes &lt;img src="http://illiweb.com/fa/i/smiles/icon_study.png" alt="study" smilieid="57" /&gt;&lt;br /&gt;&lt;br /&gt;Changing the system is important because it reforemats the current error&lt;br /&gt;that renders the progress of the company.&lt;br /&gt;But changes does not only mean more progress to the company but also risk that may happen.&lt;br /&gt;Changes may somehow be implemented for the goodness of the company but sometimes&lt;br /&gt;it may cause conflicts maybe to the management, business flows or the manpower itself.&lt;br /&gt;&lt;br /&gt;risk on the management-the management itself implements the system.but the&lt;br /&gt;risk is what if the management could not handle well the newly implemented&lt;br /&gt;system and instead of bringing the company up,it'll just pull it down.&lt;br /&gt;&lt;br /&gt;risk on the business flows- not all changed system/IS/business works thouroughly.&lt;br /&gt;For instance the information system is not comaptible in the business. That is a risk.&lt;br /&gt;or the company boasts its business flow and strategy as one of its strengths yet the newly implemented system hinders the company flows.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;risk on manpower- there is always the so called resistant on the manpower when implementing&lt;br /&gt;the new system. I am going to base my answer on this assignment to our previous interview with several HR personnel we had interviewed for the major paper and for our presentation.&lt;br /&gt;&lt;br /&gt;According to Mr. Alex Somera, an HR Personnel of Emcor, the Human Resource Department of Emcor is the responsible for managing the Human Resources. For looking for possible employees to fill in vacancies, to analyze cause of the problems of unusual behavior of employees in the working environment. The human Resource dept. is also responsible for the development of the morale of every employee from the simplest laborer to the highest position in the organization. He said that the main purpose of the HRM is to attain the needs of the employees. The welfare of the employees is the topmost priority of the HRD, He said that the human force is the responsible that is why the organization generates, the employees are the reason and responsible for the survival of the industry that is why they have to take care of them, they are the one who builds and keep the organization survive but they could also be the reason to destabilize the industry.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In that notion, i agree with Mr. Alex Somera, no company will survive without taking care of their human Resources,they have to be taken care of, physically, morally and spiritually. An employee would always complain if their is any irregularity in the organization. And if the HRD wont take action on that, that would cause a problem, maybe it will take effect on the working performance of thier employees.&lt;br /&gt;&lt;br /&gt;As i had noticed in Emcor, they are in a good status as of now, in terms of human Resourcing. To propose an IS to concentrix that could help their HRD.&lt;br /&gt;&lt;br /&gt;We were devastated!&lt;br /&gt;&lt;br /&gt;but as always..let's keep on going on!:)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;aside from that...their is a personal problem i am keeping.. i just couldn't cope up with the attitude of the one of our team mates... i felt so bad for felling this way because she did all her best for the group but i just couldn't stand her attitude towards us. (in Concentrix) has thier own Information System, all of these departments enjoy the privacy thier system caters.... Most of her promises were addressed to the poor... those who needs the most. But could she this promises come true???hmmm...who knows?Speaking of promises...in relation to this subject, i cited a part of her speech that points on the agendas of her Excellency PGMA,&lt;br /&gt;&lt;br /&gt;1.The creation of six million jobs in six years via more opportunities given to entrepreneurs, tripling of the amount of loans for lending to small and medium enterprises, and the development of one to two million hectares of land for agricultural business; she said: "Our P 350 million training partnership with the private sector should qualify 60,000 for call centers, medical transcription, animation and software development, which have a projected demand of one million workers generating $13 billion by 2010."&lt;br /&gt;&lt;br /&gt;I think this is a good agenda in the sense that more jobless Filipinos will have their chance to earn a living, nowadays.. it is hard to earn money when you have no job and much more harder to those who have families to feed. those 60 million job job vacancies will feed up to 60million families, it is not a bad agenda actually. In the part of the entrepreneurs, it is a blessing if this promise would come true... they will have the chance to develop their small businesses without worrying of too much capital to spare. The Philippines is truly a land blessed with fertile soil for agriculture.. it is best to develop this land for survival purposes especially that scarcity of food is a global problem.&lt;br /&gt;&lt;br /&gt;2.The development of Clark and Subic as the best international service and logistic centers in the region;&lt;br /&gt;The development of Clark and Subic as the best international service and logistic centers in the region;This Agenda will certainly cater the growth of technology that will help Philippines pace to industrial stage..aside from that,this would also motivate Filipino proffessionals to work here instead of going abroad...&lt;br /&gt;&lt;br /&gt;3.The construction of new buildings, classrooms, provision of desks and chairs and books for students and scholarships to poor families;&lt;br /&gt;This agenda may not directly point to the needs of the jobless, this is also cater jobs to the jobless, since more working force will be needed to implement this agenda. It must take a lot more years to implement this agendas... to the extent that she only had another year as our president. Most here critics do not believe in her, on what she promises, even the Filipino people... maybe because this promises were too good to be true or she's just a babbling leader who promises everything but do not fulfill it...I'm just wondering...if she were not the president of this country,will this nation be progressive to other leaders?with all this Global problems that we are facing. I think it is a tough responsiblity she has on her cute shoulders... facing all those problems...and still, she remained standing tall(hmmm... not literally)...undefeated. if only the Filipino people would wake up and get off their butts on their couch, go out and find a job and make a difference of their lives. Important in the sense that with the human labor force, an industry could generate its functions from the simplest clerical jobs to the critical chairman of the board. It is potent, in the sense that corporations look for a skilled labor force armed with talents and mind for innovation. It is the key for the success of the industry if it is well-managed. Human beings are critical to handle because man has his own free will. Man is molded with norms that guide him in decision making. When he is tasked to do something, he would consult it to what he think is right and wrong. Aside from that, man look on his job description, he won’t do any task he ought not to do, when mishandled he would certainly protest and demand for his own good and right. &lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;But on the other hand, human beings are the least understood and worst handled resources because leaders do not look forward to the welfare of their labor force. What they look forward to is the profit they could get. And their adopted industry is our own school, the University of Southeastern Philippines.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;As what i have learned in our class discussion, Human Resource is one of the most important component in an industry. Without the Human Resource, an organization will certainly drop. They had shared what is the difference between Personnel Management and Human Resource Management. Through modern technology, corporations around the globe will use technology to gain economies of scale, larger companies will harness technology to reduce the costs of complexity.&lt;br /&gt;&lt;br /&gt;According to the article of John A. Byrne "The potential for productivity gains is everywhere, in every process, in every industry. The bigger the company and the larger its costs, the greater the opportunity to see tremendous efficiencies. In the years to come, large incumbent corporations that get it will be the greatest beneficiaries of the Net, not the dot-com insurgents that once garnered all the publicity and market valuations. though there were many factors that will drive the indurtries to accomplish thier missions,expanding through national boundaries, shifting toward intellectual capital and other changes their is nothing more important than the rising of internet technologies.&lt;br /&gt;The internet gives everyone the widest possible information. The net is used by everyone in the organization from the lowest clerk to the chairman of the board, the ability to access every information needed can be zapped around the globe in just a blink of the eye. Corporations will also learn to expand network of external relationship. Through the use of internet, the far reaching farms of the supplier will be reach by seconds.&lt;br /&gt;That means that the 21st century corporation must adapt itself to management via the Web. "It must be predicated on the constant change. , not stability, organized around networks, not rigid hierarchies, built on shifting partnerships and alliances, not self-sufficiency, and constructed on technological advantages, not bricks and mortar. Already, old business models that emphasized fixed assets, working capital, and economies of scale have become increasingly vulnerable to nimbler organizations that employ new technologies to reduce costs." according to Byrne's article.&lt;br /&gt;Companies in this century will recognize the real power of technology isn't just to make the business more efficent and productive but will also motivate the industries to transform. Much of it's transformations will involve on the companies relation with it's costumers. We live in the era of which choices of the consumers is unpredictable, of which products and services are almost a click away, companies must offer and cater a lot more than what the costumer had expected. however, leaders were practically going to be careful on applying the latest softwares.&lt;br /&gt;21st century corporations will require new talents and skills of which are mastered for comapnies to survive. Manpower will always be a resource a corporate must have, it it one of the most important factor. Though, the use of machines is a great help to industries.&lt;br /&gt;Managers will have to construct new set of rules and guidepost to their brains. Leaders before thought that creating intense rivalries among competitors will motivate employees and would success in their goals., but later will realize that their greatest rival will have to be it's important collaborator. Instead of competing to each other, corporations will learn that in order to survive, thay must collaborate through partnerships but of course, it will be crucial.&lt;br /&gt;&lt;br /&gt;All of this, is what i believe the 21st century-corporations. The fast-rising creation of industries. Another term for it is lay off. Downsizing is a strategic action of a company in order to save the industry. The 1,600 is more than usual but it has nothing to do with the corporate downsizing," spokesman James Chung&lt;br /&gt;of Samsung told AFP.&lt;br /&gt;&lt;br /&gt;There have been rumors that the South Korean company wants to downsize since July, when it launched a voluntary retirement scheme.&lt;br /&gt;&lt;br /&gt;Samsung Electronics has reported that its net profit in the third quarter to September this year recovered to the level a year earlier on brisk demand despite low semiconductor prices.&lt;br /&gt;&lt;br /&gt;Net profit for the July-September period stood at 2.19 trillion won (2.39 billion dollars), about the same as a year earlier, it said.&lt;br /&gt;&lt;br /&gt;But the company reported a five percent drop year-on-year in net profit during the second quarter to June, due to falling chip prices. Even the Samsung Electronics which is the world's largest IT industry had to undergone into it. Samsung had to cut it's labor force for the improvement of the industry and it's products to make it more profitable. I think there is only one thing that cant be avoided and that is changes... and downsizing is one of the effects of it.. I think this HRm would help students like me to realize what the real world means... It is to go with the flow.
